CROSS was established in 2010 through the efforts of Ogden City community partners. These partners were able to identify the gang problem in the community and worked together to give juvenile gang members the
opportunity to make a different choice. "We cannot arrest ourselves out of the problem", said Lt. Scott Conley with Ogden City Police Department. Arresting those involved with gangs does not solve the problem, but only increases their chances to participate in gang activity. CROSS gives them opportunity through education, employment, skill building, resources, and self awareness. CROSS is a non-profit program and operates through grant funding.
The CROSS program works in partnership with the Division of Juvenile Justice (JJS), Second District Juvenile Court, Ogden Police Department, and Ogden Weber Community Action Partnership to assist the youth involved in the CROSS program. The services provided by the program is based on five elements; Community, Re-entry, Opportunity, Social, and Suppression. In each element specific risk factors and needs are identified for the participant and their family, i.e., intervention resources, support systems, positive social activities, and education. The CROSS program provides a strong interagency gang intervention and re-entry strategy using case management, therapy, and comprehensive small-group curriculum, catered to risk and gender specific needs. The program utilizes researched based assessment tools for group work and individual case management. The program is also designed to provide opportunities for pro-social involvement with family, school, and community.

CROSS Elements
Community-Involvement of local citizens, including former gang youth, community groups, and agencies; and coordination of programs and staff functions without and across agencies.
Re-entry-Centered on case management for gang members and those returning to the community from confinement.
Opportunity-Development of a variety of specific education, training, and employment programs targeting gang-involved youth.
Social-Youth serving agencies, schools, grassroots groups, faith-based organizations, law enforcement agencies, and other criminal justice organizations reaching out and acting as links to gang-involved youth, their families, and the conventional world and needed services.
Suppression-Formal and informal social control procedures, including close supervision or monitoring of gang youth by agencies of the criminal justice system and also by community-based agencies, schools, and grassroots groups.
